New Delhi, October 17, 2026: US Secretary of State Marco Rubio is set to visit Mumbai and Jamnagar during his upcoming India trip, with energy cooperation, trade, investment and strategic relations expected to dominate discussions. The itinerary has also triggered a political debate over diplomatic protocol after questions were raised about why the senior US official is not scheduled to visit New Delhi.

India’s Ministry of External Affairs has now confirmed that External Affairs Minister S. Jaishankar will meet Rubio in Mumbai on October 20. The announcement clarifies that the two countries’ top diplomatic representatives are scheduled to hold talks during the visit, despite the earlier uncertainty surrounding the meeting.

Energy and trade at the centre of the visit

According to the US State Department, Rubio will meet senior Indian government officials to discuss the bilateral strategic partnership, regional and global developments, and opportunities to expand energy cooperation. Meetings with business leaders are also planned to explore investment opportunities.

After travelling to Samarkand in Uzbekistan, Rubio is expected to visit Mumbai and Jamnagar in Gujarat. His trip marks his second visit to India this year, following his participation in the Quad foreign ministers’ meeting in May.

Jamnagar is a significant stop because it is home to Reliance Industries’ major oil-refining complex, widely described as the world’s largest refining hub at a single location. The visit is expected to highlight commercial engagement and energy ties between India and the United States.

Rahul Gandhi questions the government

The decision to hold official meetings in Mumbai rather than New Delhi became a political issue after Congress leader Rahul Gandhi questioned the government’s handling of the visit.

In a post on X, Gandhi suggested that officials in the Ministry of External Affairs were unclear about the arrangements. He also challenged Prime Minister Narendra Modi to explain the situation, using sarcastic language to criticise the government’s communication on the matter.

Congress leader Jairam Ramesh also questioned the diplomatic protocol surrounding the announcement. He argued that the proposed meeting between Rubio and Jaishankar should ordinarily have been communicated by India’s Ministry of External Affairs rather than first being highlighted by the US ambassador.

Ramesh also referred to earlier concerns about how developments involving India and the United States had been communicated publicly.

MEA confirms Jaishankar-Rubio meeting

The Ministry of External Affairs subsequently confirmed that Jaishankar would meet Rubio in Mumbai on October 20. Spokesperson Randhir Jaiswal said the meeting would provide an opportunity to strengthen the Comprehensive Global Strategic Partnership between the two countries.

The discussions are expected to cover energy, trade and investment, defence, critical and emerging technologies, and regional and international developments.

Jaiswal also pointed out that India has hosted foreign leaders and diplomatic engagements in cities outside the national capital for years. He cited previous meetings and events held in places including Vadodara, Ahmedabad, Varanasi and Goa.

The clarification establishes that a formal meeting between the two foreign ministers is planned in Mumbai. However, debate continues over how the arrangements were announced and what significance should be attached to Rubio’s choice of destinations.

Why Jamnagar matters

Rubio’s planned visit to Jamnagar has attracted attention because of Reliance Industries’ importance in India’s energy sector. The refinery processes crude oil from different sources, and India’s energy trade has become a key factor in its wider international relationships.

The visit is also taking place against the backdrop of trade negotiations and broader discussions about investment between Washington and New Delhi. Business engagement may therefore be an important part of the trip, alongside formal government talks.

Some commentators have interpreted the emphasis on corporate and energy interests as a sign that commercial considerations are becoming more prominent in India-US relations.

Analysts differ on what the itinerary means

Columnist Pratap Bhanu Mehta has argued that the visit could reflect a shift towards a more transactional relationship, with business interests receiving greater prominence than wider political and strategic considerations. Former foreign secretary Kanwal Sibal expressed agreement with Mehta’s assessment in a post on X.

Other commentators have raised concerns about the implications of a foreign official’s direct engagement with major Indian business interests, particularly when questions are being asked about the role of official diplomatic channels.

However, not all observers view Rubio’s decision to skip New Delhi as a diplomatic slight. Tanvi Madan, a senior fellow at the Brookings Institution, questioned why the choice of city had generated such a strong reaction, noting that Rubio had visited Delhi only a few months earlier.

The differing views underline that the itinerary alone does not establish a change in diplomatic standing. Its wider significance will depend on the substance of the meetings and the outcomes of the discussions.

A test for the wider relationship

India and the United States continue to have important shared interests in energy, defence, technology, trade and regional security, while also facing disagreements on certain economic and geopolitical issues.

Analysts have cautioned against assuming that relations will automatically return to an earlier pattern after a change in the US administration. They have urged India to pursue negotiations pragmatically, protect its strategic interests and deepen relationships with other partners while continuing engagement with Washington.

Rubio’s meetings in Mumbai and his planned visit to Jamnagar will provide an opportunity to assess the direction of bilateral cooperation. For now, the confirmed Jaishankar-Rubio meeting places official diplomacy firmly on the agenda, even as the political debate over protocol and the growing role of business interests continues.
